Sheila Sokolowski is a partner at Hogan Marren Bobbo & Rose, Ltd. Ms. Sokolowski has counseled clients across several industry sectors, from Fortune 500 companies to startups, on data privacy and security.  She focuses her practice primarily on the health care industry and advises clients on federal and state law as it relates to the delivery of health care products and services, including HIPAA/HITECH, 42 C.F.R. Part 2, TCPA, the FTC Act and various state health privacy laws such as Washington’s My Health My Data Act.  Her counsel to health and biotechnology clients also includes Medicare and Medicaid fraud and abuse laws; human subject research compliance; patient safety and emergency treatment options; facility licensing and certification requirements; and the development of information governance and regulatory compliance programs, including compliance with

Ms. Sokolowski’s experience also includes conducting internal investigations of breaches of protected health information and defending covered entities and business associates in governmental investigations of alleged violations of HIPAA/HITECH. She regularly speaks to national audiences about health care data privacy and security compliance.

In addition to her work with health care clients, Ms. Sokolowski counsels investors on the scope and management of fraud and abuse risks that may arise from transactions with providers of health care products and services, including the Stark Law, the federal Anti-Kickback Statute, state and federal false claims acts.   More recently, Ms. Sokolowski has also counseled technology companies, financial service providers and advertising platforms on their obligations to HIPAA-regulated entities and permitted uses of health information.
