Megan Chan is a Partner in Hogan Marren Babbo & Rose, Ltd.’s Education Practice. Ms. Chan advises clients on higher education law and policy, as well as government and regulatory compliance.

Ms. Chan’s expertise is in federal student financial aid under Title IV of the Higher Education Act. Before joining HMBR, Ms. Chan served nearly a decade as the Associate Dean of Financial Aid, Compliance and Training, at a major university in California. She oversaw all aspects of financial aid compliance, including federal, state, institutional, and athletic rules and regulations.

Her experience includes:

  • Managing audits and program reviews from the Department of Education’s Office of Inspector General, Federal Student Aid, and the California Student Aid Commission, as well as related management responses.
  • Advising the Vice President of Enrollment Management on federal and California regulations that impact the university’s ability to administer financial aid programs.
  • Collaborating closely with the Office of General Counsel on responses to borrower defense to repayment claims, third party subpoenas, expert witness testimony, and other financial aid matters.
  • Overseeing the university’s Program Participation Agreement and Eligibility Certification and Approval Report.
  • Navigating changes resulting from the FAFSA Simplification Act, which significantly altered need analysis formulas and the calculation of Federal Pell Grants.
  • Leading the institution’s efforts to comply with Financial Value Transparency and Gainful Employment reporting.
  • Developing policies, procedures, and training programs, including launching and maintaining a knowledgebase for staff.

Ms. Chan is passionate about finding solutions that enable institutions to better serve students while ensuring compliance with applicable regulations.

Before her role in the Financial Aid Office, Ms. Chan was a litigator in the consumer class action practice group for a national law firm. She also served as a law clerk for the Honorable Audrey B. Collins in the Central District of California.
