Charles P. Rose

Charles P. Rose is a Shareholder at Hogan Marren Babbo & Rose, Ltd. and co-chair of the firm’s Education Practice. With more than 40 years of experience, Mr. Rose has a national practice representing educational institutions (public and private colleges and universities, community colleges, proprietary institutions of higher education, school districts and private schools), education-related businesses and corporations, investment firms and foundations. He advises and counsels his clients on matters such as education law and policy, regulatory compliance and reform, corporate transactions, accreditation, public/private partnerships, civil rights enforcement and policy guidance, Title IV federal student aid, and labor relations.

Prior to joining HMBR, Mr. Rose was a partner in the education and government affairs practice of an Am Law 100 firm. From May 2009 to July 2011, he served as the General Counsel for the U.S. Department of Education (ED) – a position for which he was nominated by President Obama and unanimously confirmed by the U.S. Senate. As General Counsel, Mr. Rose was a senior official in the Obama Administration, advised the U.S. Secretary of Education on all legal, regulatory and policy matters and was instrumental in the development and implementation of the ED’s signature education reform initiatives, including American Recovery and Reinvestment Act Discretionary Grant programs, HEA negotiated rulemaking and guidance, ESEA waiver program, civil rights guidance and consultations with tribal nations. In addition, Mr. Rose managed all ED litigation in collaboration with the U.S. Department of Justice. He also led international delegations to Vienna on the rights of the Roma and to India on the creation of a community college system. Prior to his service at ED, Mr. Rose was a founding partner in a leading education law and labor and employment law boutique in Chicago.

Mr. Rose is a former member of the Board of Trustees of the Morris K. and Stewart L. Udall Foundation – a position for which he was appointed in December 2014 by President Obama and unanimously confirmed by the U.S. Senate. The Udall Foundation is an independent federal agency focused on Native American and environmental initiatives.

Mr. Rose is active in community service and is a frequent speaker on matters of education law and policy, government affairs and labor relations.
