Charles P. Rose is a Shareholder at Hogan Marren Babbo & Rose, Ltd. and co-chair of the firm’s Education Practice. With more than 34 years of experience, he has an established national practice in the areas of education law and policy, government & regulatory affairs, corporate transactions and labor & employment law.

At HMBR, Mr. Rose represents educational institutions (including traditional public and private colleges and universities, community colleges, for-profit institutions of higher education, school districts and private schools), education-related businesses, corporations, investment firms, foundations, state government agencies, municipalities and tribal nations. He advises and counsels his clients on matters such as education law and policy, regulatory compliance and reform, corporate transactions, accreditation, public/private partnerships, civil rights enforcement and policy guidance, Title IV federal student aid, and labor relations.

Prior to moving his practice to HMBR, Mr. Rose was a partner in the education and government affairs practice of a leading Am Law 100 firm. From May 2009 to July 2011, he served as the General Counsel for the U.S. Department of Education (DOE) – a position for which he was nominated by President Obama and unanimously confirmed by the U.S. Senate. As General Counsel, Mr. Rose was a senior official in the Obama Administration, advised the U.S. Secretary of Education on all legal, regulatory and policy matters and was instrumental in the development and implementation of the DOE’s signature education reform initiatives, including American Recovery and Reinvestment Act Discretionary Grant programs (e.g., Race to the Top, Innovation Fund and School Improvement Fund), HEA negotiated rulemaking and guidance, ESEA waiver program, civil rights guidance and consultations with tribal nations. In addition, Mr. Rose managed all Department of Education litigation, including Qui Tam cases under the False Claim Act, and collaborated with the Department of Justice in determining the Administration’s position and filing of joint amicus curiae briefs with the Federal courts. He also led education-focused international delegations on behalf of the Obama Administration.  Prior to joining the DOE, Mr. Rose was a founding partner in a leading education law and labor and employment law boutique in Chicago.

In December 2014, Mr. Rose was appointed to a four-year term as a Member of the Morris K. and Stewart L. Udall Foundation – a position for which Mr. Rose was again nominated by President Obama and unanimously confirmed by the U.S. Senate.  The Udall Foundation is an independent federal agency focused on Native American and environmental initiatives.

Mr. Rose is active in community service and has taught law school courses on labor arbitration and collective bargaining at DePaul University College of Law and graduate level education law courses at Northeastern Illinois University.  Mr. Rose is also a frequent speaker on matters of education law and policy, government affairs and labor relations.
