Thomas (Tommy) Screen is a Partner at Hogan Marren Babbo & Rose, Ltd., specializing in higher education law. Joining the firm in August 2024, Mr. Screen brings extensive experience having served as general counsel at two institutions of higher education.
With nearly twenty years dedicated to higher education, Mr. Screen advises clients on a diverse array of matters including education law and policy, government and regulatory compliance, accreditation compliance, corporate governance, civil rights enforcement, and institutional transactions. His expertise includes:
- Successfully resolving legal, compliance, and regulatory matters before key agencies such as the United States Department of Education, Department of Veteran Affairs, Department of Labor’s Equal Employment Opportunity Commission, and several state authorization agencies.
- Guiding the legal operations of a comprehensive transformation of university operations, including managing challenges such as reductions in force and academic program reviews.
- Legal oversight and coordination of the institutional responses to remove two inherited causes of action by accrediting bodies.
- Ensuring compliance with civil rights obligations under Title IX, Title VI, and the ADA.
- Coordination of legal, regulatory, and compliance efforts during corporate acquisitions and institutional mergers.
- Establishing robust multi-pronged compliance operations to assure federal and state regulatory adherence.
Prior to joining Hogan Marren Babbo & Rose, Ltd., Mr. Screen served as General Counsel at both the University of Arizona Global Campus and Loyola University New Orleans. While at Loyola, he also held the role of Director of Government Affairs, where he led successful efforts in securing federal and state aid following natural disasters and the COVID-19 pandemic. Before his tenure in higher education, Mr. Screen served as a legislative assistant in the United States Senate.
