Chicago, IL, December 3, 2014 – Hogan Marren, Ltd., is pleased to announce that Charles P. Rose, a nationally recognized education attorney, has joined the Firm as a shareholder to head the Firm’s Education Law practice.

Mr. Rose was nominated by President Obama to serve as General Counsel to the U.S. Department of Education and unanimously confirmed in 2009 by the U.S. Senate.  He served as the chief legal officer of the Department for almost two and a half years, advising the Secretary on all legal, regulatory and policy matters and was instrumental in the development and implementation of the Department’s education reform initiatives.  Mr. Rose also managed all of the Department of Education’s litigation and worked closely with the Department of Justice to determine the Obama Administration’s position in key court cases impacting education policies and programs.

“Charlie’s practice presents our Firm with some exciting challenges and possibilities,” said Ed Hogan, a founding partner of Hogan Marren.  “We think efficiently serving the growing education sector of our economy is something Hogan Marren is uniquely poised to do.  Charlie will be a great addition to the Firm.”

Mr. Rose brings a diverse practice to the Firm, with a background in education law and policy, labor and employment, government relations and regulatory affairs, corporate transactions, and civil rights enforcement.  He represents a wide variety of educational institutions – including public and private sector colleges and universities – as well as state agencies and municipalities, financial institutions, private equity firms, corporations, nonprofit foundations and tribal nations.

“We have worked with Charlie for a long time and know he has an established reputation for excellence in the area of education law and policy with over thirty years of experience,” said John Marren, another founding partner of Hogan Marren and one of the nation’s leading health care attorneys.  “His broad knowledge of the education field and related areas will benefit our current and future clients.”

“Hogan Marren’s national reputation for delivering high quality, cost effective and innovative legal services to its clients in the highly regulated health care sector offers a unique platform to serve the needs of a national education practice where our clients are facing similar policy, legal, regulatory and market pressures as in health care.  I am thrilled and honored by the opportunity to join Hogan Marren,” added Mr. Rose.

Mr. Rose received his Juris Doctor from DePaul University, College of Law, and his Bachelor of Arts from Villanova University.  He is admitted to practice in Illinois and the District of Columbia.  Prior to joining Hogan Marren, Mr. Rose was a partner in the education and government affairs practice of an Am Law 100 firm.
